VISIÓN

A CORTO PLAZO: CREACIÓN DE UN SISTEMA DE SERVICIOS INTEGRALES DE SEGURIDAD Y EMERGENCIAS CON UN SERVICIO COMPLETO DE AMBULANCIAS, Y LA CREACIÓN DE LA POLICIA NACIONAL DEL CANTÓN

MISIÓN

OBTENER EFICIENCIA TOTAL EN LOS SERVICIOS DE EMERGENCIA DE LA CIUDAD Y OFRECER UNA AYUDA EFICIENTE, OPORTUNA Y EFECTIVA EN LOS DIFERENTES AUXILIOS, CON EL FIN DE GARANTIZAR LA SALUD Y SEGURIDAD CIUDADANA, A LOS HABITANTES DEL CANTÓN

OBJETIVOS

• INSTALAR UNA CENTRAL DE COORDINACIÓN DE AUXILIO DONDE CONVERJAN TODOS LOS SERVICIOS DE EMERGENCIA DE LA CIUDAD.
• COORDINAR CON LA POLICIA NACIONAL PARA ELEVAR EL SISTEMA DE RESPUESTA A LOS AUXILIOS POLICIALES.
• DISEÑAR UN SISTEMA DE AUTOPROTECCIÒN CIUDADANA PARA LOS BARRIOS.
• IMPLEMENTAR UN SERVICIO COMPLETO DE AMBULANCIAS.
• COORDINAR Y LIDERAR A LOS DIFERENTES GRUPOS DE AYUDA (ONGS, ASOCIACIONES, CLUBES) PARA LOGRAR MAYOR EFICIENCIA EN EL TRABAJO DE BÚSQUEDA, SALVAMENTO Y RESCATE.

• EDUCACIÓN Y PROMOCIÓN DEL PROYECTO
• DISEÑAR UN PLAN GENERALDE PREVENCION CON LA FINALIDAD DE EDUCAR A LA CIUDADANIA EN EL TEMA DE SEGURIDAD.
• IMPLEMENTAR LA OFICINA LEGAL PARA EL SEGUIMIENTO DE LAS ACCIONES POLICIALES, Y LAS ACUSACIONES PARTICULARES A NOMBRE DE LOS AFECTADOS

PLAN OPERATIVO DE SEGURIDAD CON PARTICIPACIÒN CIUDADANA

DOS ÁMBITOS

REPRESIVA que plantea como elemento sustancial de la seguridad, el fortalecimiento, policial, la represión y como complementaria la Participación Ciudadana.

PREVENTIVA que prioriza a la solidaridad y al trabajo como fundamento de la seguridad y a la represión como una necesidad posterior cuando no se acata esa política preventiva

En cualquier caso no le corresponde a la Municipalidad de Ambato asumir la responsabilidad de la represión sino exclusivamente la de la prevención.

TRES EJES

1. POLÍTICO. La organización de la Corporación Cantonal de Seguridad o una Fundación Ciudadana que coordine y dirija la política de seguridad en Ambato, la margen de influencias paratistas y la inestabilidad institucional.

2. EL PROGRAMA 1-0-1. Que es una acción interinstitucional destinada a atender las emergencias ciudadanas donde la municipalidad a más de financiar una buena parte del programa, debe cumplir funciónes de coordinación y control.

3. COMITÉS DE SEGURIDAD CIUDADANA. La concientizaciòn ciudadana, la organización de los Comités Barriales y la capacitación permanente constituyen las tareas indelegables y permanentes de la Municipalidad de Ambato a través de la Unidad de Seguridad Ciudadana.
